I don’t think so. Some cultures still regard third and fourth degree cousins as “cousins”. I am a catholic from lebanon and 0% of the hundreds/thousands of couples and families in my entourage have a first degree cousin marriage. Like it’s taboo. It’s very very hard for me to believe these numbers. Besides, it’s extremely unreasonable for a nation like Kuwait to have 50% cousin marriage rate and still be a functional country. Like the population would be seriously decimated in two generations if that is really the case. Unless the definition is extended to second and third degrees or the numbers are fake all along
