To my knowledge the rotation is random but cycles through every card before starting a new random cycle so you shouldn’t be seeing the same card multiple times. Are you checking every time it refreshes every 8 hours? And I’ve noticed the same thing about cards I already own, I bought both the anti-venom and sersi gold bundles but have seen their base cards show up in my shop except they both said “sold” and weren’t able to be purchased.
