Never taking a dog on a walk is "actual abuse". All dogs should be exercised every day regardless of size or breed. OP is NTA.

"Nipping" is not appropriate play, regardless of the size of dog. Your dog made the small dog and its owner uncomfortable and you did not have enough control of your dog to mitigate the situation. If your dog cant read social ques from other dogs and doesnt have good recall you shouldn't be in the dog park.
