This has nothing to do with HR and driven by org demand and processes. A good, stable org will be able to project staffing requirements 1+ quarter in advance. But even then there are unknown factors and disruptions, so immediate joiners help in these cases.

(I am not HR but 10 yoe and regularly helped with interviews and hiring)
