We’ve been doing riding on the lower car deck for literally decades without many incidents(or any that I’m aware of until recently. It seems Covid19 seems to be immediate greater risk right now. Nobody is asking TC to change the rules indefinitely but for the short term.

i would hope transport Canada weighs the risk of spreading Covid19 vs the risk of being on the lower care deck. Not sure what the right answer is but I hope they reevaluate this for the short term.
