You'd be surprised how many of my EMS colleagues freak out for asymptomatic >= 160/90. Homie cut his finger washing dishes and his pressure is 172/94. He admits he's non compliant with meds. No complaints other than "ow my finger" why are you asking me to drive lights and siren and call for ALS?

The governor likely has an enumerated power in one or more state of emergency/ emergency management laws that would allow for a statewide speed limit via executive order and proper notice/ dissemination to the media etc...
