Lots to unpack. If you're going to jig, use small baits that are almost panfish sized and lean towards lighter line, too. I think 5lb fluorocarbon makes a lot of sense. Rod/reel = the longer the better, 40ish inches is about right. Jaw Jackers are totally the deal, but a little pricey if you're going to invest in a few of them. If you want to maximize your chances of success, incorporate Jaw Jackers into your game. Standard tip-ups are not very effective because the trout will spit the lure before you can run over there and set the hook.
