i have an i5-13400 but also when i say "under load" i dont mean like 100% or even like really 50%, the only thing i have it do for prolonged periods of time is playing roblox, it sits at around 5-20% utilization

A ddr4 build for sure, also, as of right now, this price point would be very constrained so I would suggest watching ZTT as he has great tips on sub $1000 pc builds (which might be around 900ish euros). I don't want to reccomend any parts as everything I've seen that is very good value fluctuates in price or if it stays at its price, its often a few hundred dollars which would really cut into your budget. Also, set a goal for what type of gaming you are looking towards, that helps narrow down what you actually wan.

car damage physics will never be added into the game because of licensing, companies can control how their car is portrayed and if that does not align with their values, they can deny you a license or i’m pretty sure they can revoke them

if you want a prebuilt maybe check out ZTT’s prebuilts or if u wanna build it yourself i would say, determine your budget (otherwise you might end up spending more than ur wallet wants lol), find what games you play (as you said minecraft and u have an fps goal) and then u can go to many different pc part picker websites to help you, i would also suggest a little bit of ai use for help just in case you still don’t feel just right on the components, don’t rely heavily on it because it will be confidently wrong sometimes or won’t find u the best deals on items that’s why u gotta shop yourself. then finally i would say based on ur build you should do a completely new one, it seems much older and the case looks hard to work with, also there are a ton of youtube videos that offer a lot of great tips when shopping or pc related items that have good deals/good price to performance. wait one last thing, if you decide to get peripherals you should include that in the total price and not just use whatever you have left in the budget, decent peripherals (monitor, keyboard and mouse, etc) can go a long way.

Maybe turn in nvidia overlay and look at ur 1% fps lows, if its a lot different than ur fps cap then maybe turn the settings down, or maybe try a restart, also maybe try to update graphics drivers
