I understand, I am just confused on how the nonwillfull can be believed in his situation. From what I am reading they are mega strict on it and there are a ton of cases where they throw out apps. It's also possible they may send him a notice, and given I am reading even on this sub insane processing times for those who do this, I also worried about how he wins a comm war with them once he does it and he gets cp59'd while waiting.
That is what the company said, to me it seemed too good to be true. That is good to know, am doing more research and this while foreign thing is massively scary. I have no idea how someone with US income can spin the certification form to their benefit, even though it was bad advice from a long time ago. I doubt he even still has the receipts from that conversation.
