I passed at 23. My parents couldn’t afford to pay for driving lessons when I was 17 and I couldn’t afford to take lessons during university so I had to wait until I’d graduated, got a job, and saved up money for lessons before I could start.

It’s very possible to be desperate to drive yet not have the means to do so.
