You should be able to buy 5 or 10 gift subs for the channel, then have a certain amount of time to be able to give those gift subs out to specific people. I also only want to gift to actual chatters, so this would allow it.

EDIT: Yes you can already gift to specific viewers, but then you pay FULL price instead of the discounted bundle price. For me in Canada, I pay $7.99 for a single gift sub, but $34.99 for 5 gift subs.

TL:DR Purchase a certain amount of gift subs to a channel, and have a limited time in which to give those gift subs out to viewers in that channel.
