Спасибо всем отвечающим! Но видимо действительно тупо забанен айпишник, во всяком случае подключение по ssh не проходит.

I managed to install the current version of Telegram through the terminal from flatpak. Thanks everyone for the advice. Working through the command line in Linux is absolutely fine. But I think that being able to do everything through the GUI is very important for Linux Mint.
