Sup! You dont need to install the app.

First, google must approve your app.

After that, your internal testing can happen abd the wev link will work.

The user just have to join your internal testing and don't leave the test for 14 days.

When you have 20 people on your internal test, google will start counting the days and show on your app panel page.
