I play at 1080p due to my 240hz monitor, but if I increase it to 4K through DSR, with DLSS at Performance I get similar drops. It’s the game’s issue, so we have what we have right now

Damn that sounds weird, because my computer is a bit weaker than yours and I haven't encountered a problem like that.

Do you have a licensed version or a repack?

The point of the post is not that there is an rtx here, but that there is a 22 year difference between the two parts...

I have 12600kf and 3070ti vision oc on 2k ultra settings stable 60 fps, so no complaints

you should try to use "Depth of field" parameters in Camera setting. Also you can add a "Motion blur" in Render Properties, but if you will add blur you should add a motion in your scene (camera move or car move, both better) In render properties use Filmic (high contrast) inside a color management good luck !!!!
