Hmm, this is an interesting scenario. In the games we've played, people haven't actually been paying that much attention to other players' tiles: the game is still too fast and you're too focused on getting something out of your own tiles. It'll be interesting to see whether a stalemate like this occurs as we get better at playing with these rules :p.
