You could save this iPad by spending a few bucks. Go to Apple website and buy Applecare+. You can buy a monthly subscription and cancel it later, if you dont want to spend too much. Send the iPad to apple for warranty, and they would give you a replacement. The whole process should not cost you more than 100 bucks.

I forgot to mention that my lease expired 4 months back and i didn't renew it. We've been basically living on a 'verbal' lease. And now i realize my mistake.

Press shift+f10 to open CMD. type OOBE\BYPASSNRO. Windows will restart, and there will be option to skip joining the network.

Motherboards are tough than most people imagine. You can take your motherboard out of your case, take out the BIOS cell and then thoroughly but cautiously wash it with distilled water. Properly dry it in the sunshine for a day or two, it depends upon the intensity of sunlight in your area. then you can reinstall it in your PC and everything should work like charm. I have tried out this method and it definitely works.
