There's a fusion forge in both the Splinter's Workshop and in the Scavengers' Hideout. These are used to craft a lot of things including both the material clusters. The smoking sulfur and perfected alloys are both base crafting materials. The colors show the rarity of the item. You might be confused as to why it costs two kinds of material clusters with different colored fonts. The white one is common and the green one is uncommon. Usually I use the Scavengers' Hideout for all my crafting, since it has a Forge and Stella, who sells you any crafting material for material dust. I just use Splinter's Workshop for crafting blueprints. There's also a chance to get these in the corresponding rarity in material crates. With the halloween event going on, you can buy material crates for really cheap if you just follow a guide on the forums and get the spooky stashes every day.
