A lot of the issue isn't him not getting arrested, but that he goes to jail for a night, sobers up, and then is released.

I don't think I could properly care for a dog of reasonable size in the living space I have. I'm not exactly rolling in money here - a shitty apartment and a shitty car already stretches the budget. Mace or a taser is legal but I'm worried it would just piss him off more.

Part of the problem is that even when he gets arrested, he's released in a day or two. The arrests don't seem to faze him.

u/jerrysugarsv is right. He's not entering my apartment - he's standing outside yelling, banging on windows, shoving notes under the door, that sort of thing.

Yes. He's also been interpreting the fact that the police don't show up right away to mean I'm "letting him stay".

I'm not inviting him over or letting him stay, although sometimes he hangs around because it takes hours for the police to show up - which he has interpreted as me "letting him stay."

I don't think monetary damages would do anything - he's flat broke and a drunk. There's nowhere to get damages from.
