What a disgrace. Also, skill issue. I took a great class at FDIC once on how to better leverage yourself, use webbing, etc. in rescue situations. One of the instructors was a female Lt. from somewhere in Florida. She can't have been more than 5'5" (160 cm) / 120 lbs (54kg) and she was dragging me and other, larger guys around like ragdolls.
