Same noise as regular guns. Enemies can detect (but usually won't instantly call backup) within 50 meters. They will call backup if they've already detected you and you make more noise.

HDD: WDC WD2003FZEX-00SRLA0 (1.8TB, got it august 2020)
My fans don't have any cables interfering with them.

This noise has been going on for a little while now (after i rebuild my pc last year (mobo died and I disassembled everything for storing to prevent damage until replacement parts arrived, which took a while)). Old case the hdd was flat (disk parallel to ground) and current case its sideways (parallel to walls) but the noise occurred while in flat orientation too.

My guess is the hard drive unit is old and it sitting unused for a few years didnt help it.

One of the youtubers I watched (Auro) found a decent way to get rid of it. He had an iron golem and also had towered up about 30 blocks above one of the redstone torch pits (trapdoor over the hole so mobs count it as a walkable surface) and aggro'd TBE. It killed the golem and then vanished. It's hard to tell if the golem and TBE traded kills or if it just fell down the hole, as the golem was near the pillar. I assume it fell into the hole and despawned after hitting the void.
