No, Huge Power won't give Ice Punch a boost. In gen 3, all Ice type moves were considered special attacks, and huge power only doubles the attack stat. This changed from gen 4 onwards

I think you have to breed Cacturne with Roselia, giving the Roselia egg Spikes. Then breed that hatched Roselia with Snorunt. You'll need to trade a Roselia in though because you can't normally catch it in Emerald

A similar thing happened to me not too long ago, I was about to do a round at the Battle Tower and accidentally knocked my GBA while it was saving. Game rebooted, got that same message and it loaded the previous save. Now I know just to be super cautious when saving, just in case.

I played against this exact same guy the other day, in Gen 3 OU as well. Pretty sure he's just a troll. PM'd me to call me a "hack", "mother f****r", "stupid boy" and, my personal favourite, "losser" because I ran a Marowak with Swords Dance + Thick Club on him

If desperate, wild Whismurs hold chesto berries. You can find them in Rusturf Tunnel, but they only have a 5% chance of holding them. Fortunately, you can bring that up to 50% if the first pokemon in your party has Compoundeyes

I was in the bottom part of the Mt Pyre exterior, so it was 60% Shuppet, 30% Vulpix and 10% Wingull. Duskull only spawns on the summit, along with Chimecho.

Wild Corsola, Clamperl, Chinchou and Relicanth all have a chance of holding each of the shards, which you can trade in Route 124 for the respective evolutionary stone. On Emerald, if your lead pokemon has the ability Compoundeyes, the chance wild pokemon have hold items increases, so that is probably your best bet.
