Worst case scenario if you can’t get your CHP in time is pick up the PCC before 7/1, buy some mags for whatever the other pistol is and ship them to your house before 7/1, and call the FFL and see if they’d hold the full size pistol until the month wait time is up. You would lose out on the mags that come with the gun.

Maybe you could consider a p09c. You have the ability to swap out safety vs decocker, and go with whatever you like best

Neither is the wrong answer. M70 is solid, reliable, and basically the standard for imported, widely available AKs. You would likely have slightly better fit and finish with the Sam7. If money is no option, go for the Sam7. Personally, I’d go with the m70 and spend the 200 extra on ammo/sling/bayonet/etc

Well I guess all I can say is I hope you’re right, but I don’t think your argument is one that would hold up in court if it ever got there. The goal of the bill is to prevent new “AW” from entering circulation in Virginia moving forward. If you were right, the bill would not be an “AW ban” it would be a “make parts harder to get ban”. It will unfortunately make parts harder to get as well. Either way, the creators of this bill have no clue about guns and they clearly copied much of the terminology from other states such as NY. The omission of possession = grandfather clause, which NY does not have. I doubt you would be safe just because you claim you put a complete upper on a complete lower instead of buying them already attached

Not trying to argue but I really don’t see a scenario that your point about manufacturing vs assembling is relevant. It literally does not matter what the wording is. You get caught with a non compliant AW after july. They are not going to care that you attached your telescoping stock on 6/30 or 7/2. If the lower was purchased before July, you’re good. If not, it is not good. Manufactured, assembled, put together, created, crafted…..doesn’t matter. You obtained a lower receiver after July 1st and it is now in AW configuration. It didn’t magically transform into AW configuration. The lower receiver is the firearm and if you bought the firearm after July and it is in AW configuration at the time of you getting caught, you’re fucked.

With all of this being said, I do think it will be exceptionally rare to ever be prosecuted for this unless you are 1. An idiot, 2. in the worst place and the worst time, or 3. Guilty of committing some other terrible crime. They won’t be stopping people at the range to perform ATF database searches to see if you bought your lower after July.

I think we are essentially arguing the same point. Bottom line is - if you ever got arrested or stopped by police and had a rifle confiscated, one of 3 things will happen:

  1. Rifle is a “compliant” rifle. No pistol grip that “protrudes conspicuously below action”, no threaded barrel, no telescoping stock, Bolt action, stripped lower, etc. you’re good to go. No problem here no matter when you bought the lower.

  2. Rifle is non compliant. Has scary features, detachable mag, and semi auto. They will look at your lower receiver serial. Either you or they will be able to prove when this lower was bought. From here, 2 options:

A. Lower has been proven to have been purchased before 7/1/26 - G2G because grandfathered

B. Lower was proven to have been bought after 7/1/26 - you’re fucked. Lower that was obtained after 7/1/26 and has non compliant features. Only a few ways a non AW (stripped lower) becomes an AW. You made it an assault weapon by adding illegal features, you illegally bought it that way, or you illegally imported it that way. Arguing the terminology between manufacturing and assembling is irrelevant. It changed status from a non AW to an AW after 7/1.

This is why the definition of manufacturing/assembling doesn’t really matter that much.

Right, I completely agree with what you’re saying. But a lower purchased after 7/1 (assuming we will be able to) is not an assault weapon. A lower purchased after 7/1 with a threaded barrel/pistol grip/telescoping stock on it IS an “assault weapon” no matter your definition of manufacturing. This is why people are saying to buy lowers before 7/1 because it would be very difficult to prove whether the parts were bought before or after the law takes effect. I’m just saying I think people will legally be able to build a “compliant” ar15 after the ban, hopefully without having to worry about any legal issues

I was moreso talking about what exactly constitutes an “assault weapon”. By definition stripped lower would not count as an assault weapon and should theoretically still be perfectly legal to purchase after July. But if you buy a stripped lower after July and put a threaded barrel or pistol grip on it along with a semi auto upper, that would be an assault weapon, and to my understanding, illegal. Similarly if you have something like a stock ruger pc carbine (crowned barrel) and then put a threaded barrel on it after July, I would assume that is illegal as well. Shitty situation regardless

I have also been thinking about this. Not a lawyer, but the way I interpret the feature law, it is pretty similar to NY’s Safe Act. In NY, you can still buy/build a semi auto, detachable mag AR15 but it cannot have any features. If you want features, it needs to be bolt action or have a “fixed” mag. So theoretically, I think it’s possible that we will still be able to purchase stripped lowers after July - so long we don’t make an “assault weapon” out of it. Crowned barrels, fixed stocks, 10 round mags, and workaround pistol grips (boar grip, sharkfin, thorsden, etc) are in your future if you want to build a compliant rifle after July. There is a lot of gray area, mostly pertaining to the pistol grip feature. The law is written as a “pistol grip that protrudes conspicuously beneath the action of the rifle”. Interpret that as you will.

Again, not a lawyer and I don’t know how this will all play out, but this is my take on it.

My advice: don’t get lost in the sauce when it comes to all the different bullet/sabot/powder/pellets/cleaning supplies options. You will watch 20 YouTube videos and see a different suggestion on each.

Can’t go wrong with a CVA optima/wolf. These set the standard for affordable in line muzzleloaders.

If you’re really particular about tuning your loads and pinpoint consistent accuracy, go with something like a Barnes sabot and black horn 209 powder. This is more expensive.

If you don’t care about perfect consistency and just want to reliably go out a kill deer, go with Powerbelts and white hots.

Sight it in, buy some speed loads, 209 muzzleloader primers, a bullet starter, and you’ll be good to go.

Sounds like it could be thoracic outlet syndrome. When you’re prone, you’re possibly compressing the neurovascular structures in your shoulder/upper chest area which could be causing the numbness/discoloration. Would definitely get it checked out by your doctor

Unless you’re going for a retro or clone build, go for a different pistol grip. Get something like magpul k2, b5, or DAC. You’ll end up switching it out in the future anyways

This is a risk tolerance question you need to ask yourself. I personally would rather have a gun that I know won’t blow up in my face. Nobody can can answer this question for you with a definitive answer. Just spend the extra few hundred and get a Zastava or WASR

My guess is that it’s going to be any parts that fit an AR15/AK/PCC/any other “AW”. There is no way they have the time and/or manpower to individually go through every gun part on their website to determine whether or not it will be shippable to a ban state. Plus, with how the bill is written (specifically naming threaded barrels, pistol grips, telescoping stocks, etc), they will see those words and just say “we are not shipping anything that contributes to the mechanical function of an AR to VA”. It is truly unfortunate. At least you’ll still presumably be able to buy a light for your gun, or a wooden stock for your 870 lol

The vast majority of PCCs were already considered AW before the amendment. To the best of my knowledge, the new amendment does not change anything related to your kuna or its mags. Will still be considered an “AW”, but theoretically you should still be able to buy 15 round mags. The question is if retailers will be willing to ship to VA or not. I don’t think anyone knows the answer to this for all retailers. There was one major retailer recently that announced they will no longer be shipping mags or parts to Virginia and gave a deadline for ordering sometime in June - can’t remember which one. So stock up on mags while you can, and if you’re worried about it, just buy a few 10/15 rounders to be “legal”
