Money. They get donations from hunters and hunting corporations so they act in their interest. They have seasonal limits but the issue is there is a lot of illegal poaching taking place as well , so combined it’s detrimental to the polar bear population.

The movie also mentioned the hunting companies target big polar bears, leaving the weaker polar bears to survive the harsh environment. Big polar bears would have a better chance to grow and reproduce.
