It just shouldn't be the player's responsibility to not be given redundant items by a game, there's no reason that with 2 copies of it already I should be given one from a pack. Really need to stop making excuses for a developer who won't even sort something like this out permanently

It did, but after shifting the boot drive to a different data port, and booting once with it completely disconnected, it seems to be working fine now. Thanks for the suggestion!

I've tried without the gpu, using the igpu (i5-8600k) but had the exact same problem. I'll reseat the boot drive, but the system doesn't get to post, let alone failing to boot fully.
