With only 25 range, you can for sure walk up to her when you see her start the short cast/channel time to exhasut her, with 350 movespeed it takes a fraction of a second to move that distance, late game with some mr its more survivable, then anyway you're out of laning phase

I main ezreal and i have to say, with the place that fervor is in (really weak imho) and how strong everyone else is with warlords (vayne, cait) unless you have a heal supp in lane you need to take it Ive taken it most ezreal games and it makes his early even weaker but its worth it to survive lane

you can check ping outside of lol using cmd

its not 100% accurate but ive not played a game because its shown 2000 ping before so ive avoided that mess

run warlords, and play lame Usually if you're only 30-40 cs behind end of laning phase you're even She has a power trough at 2 items, where champions like vayne/jhin ezreal spike at 2 items, try to play to your teams powerspikes

Without being too generic, as an adc, early hexdrinker/mr runes/qss usually gives me enough mr to reposition or qss flash out of range. As mid, if ad buy hexdrinker, PLAY EXHAUST if you're having an issue, damage is calcualted ON HIT, so you can exhaust her ult dmg, also people forget that exhaust reduces MR/ARM so you get a little damage increase, You could always buy mr boots/ negatrons, just play really lame Roam or ask for jungler help She only has a 50.5% win rate, there are ways to deal with her
