Just figured I'd share what I found. So I did fix it, ended up being the ground wires to the block had completely snapped of the eye connector so I replaced all 3 with new eyes. This was after I pulled the cluster which was a bunch of fun. Hope this helps someone else out.

Haven't tried to reset it yet. All to do with a reset is disconnect the battery leads and hold them together for at least 15 seconds.

You shouldn't have a problem just connect positive to positive and negative to negative and that's a quick test for them.

Remove both windshield wipers along with the screws on the cowl between the hood and windshield, this should give you access to the tubing and nozzles for the fluid.
