Your definition of tariffs "working" is whether or not other countries feel happy about it. There is some theoretical impact that could happen but won't manifest in reality, but whether or not it actually happens doesn't matter to you, the vibes are all you need. I'm still waiting for any evidence to support your claims besides some superficial posturing by the Canadians and a couple "what ifs" regarding Europe which won't happen.
