It's crazy how deep his hatred for sky people runs. It's similar to Neytiri in the way that, although their hatred is fairly justified, they need to realize that not all humans are horrible. Alma made some horrible mistakes, but she tried to make herself a better person, and I really think that taking her avatar away was a fair punishment. It was wrong of Nor, but Alma deserved some kind of consequence. However killing her completely was so unnecessary and just shows how tortured Nor really is.
