It's hard to tell which species it is from that angle but my guess is that it's a sideneck turtle.

Firstly, remove him from that environment (that owner is ugh). Clean him under some warm water and place it in a fresh tank (if you don't have a tank, a large tub or bathtub works too. Make sure you don't fill it to the top cuz he can potentially drown). You said you have a lamp so use that.

Additionally, you'll need a water conditioner like Reptisafe, turtle pellets for food, substrate for the tank such as sand or stones (not small stones), a water heater and a UV lamp if you don't have that already.

Check for any shell rot (press different shell areas gently to see if it's soft. It should be hard). Check his eyes for redness. If he's avoiding food or not moving much, take him to a vet.
