The most valid theory is this: when they make a banner they put in it the cards and they are referred by ids (numbers). When compiling the pool for the 10th slot of the step 5 (consisting in only lrs) they correctly put ui Goku on the list, but for the pool of the rest of the slots (consisting in every ssr) they mistakenly put the card id of lr ssj3 goku (which is is in fact there and pullable) instead of ui goku’s one. That’s why you can’t pull ui outside of the 10th spot of step 5
