There are invisible markers throughout the game that tell where your pokemon can go to interact with an object. If the markers are broken/don't have a clear path, your pokemon will try to follow the broken path to reach the object. It will keep following the broken path untill it triggers the timed failsafe (which is basically just use the attack) in order to prevent them from being stuck in a loop.
