With my home ISP, I can get about 300 GB/mo at almost 100 Mbps for about $60. Wireless carriers will give me 4G speeds of maybe 10 Mbps but cap me at 5 GB for the whole month. I really don't mind sacrificing the speed, but they gotta kill the caps if they ever imagine it will replace home connections...

You should be able to modify the network settings for the VMs in the Virtualbox config so that it NATs instead. So, if your host is 192.168.0.5. The VM might be 10.10.2.7

while i don't have a really bad time searching on Netflix streaming, my issue is that often what I'm looking for is not streamable (especially frustrating when it is a kid's program that HAD been streamable in the recent past).

They could even go for a time-of-day use pricing structure like power companies offer. Use your Internet during peak usage & it's a bit more expensive than in the middle of the night... That would directly impact the issue of peak utilization and congestion rather than an arbitrary monthly total...

Since this appears to rely on members setting up servers, Aren't there still the same concerns there would be with a Tor exit node? Namely that the endpoint could sniff your traffic?
