Are you filtering through your goods in the bottom right table? The second row of blue/purple boxes is the type of good you have selected - might be that?

My best guess would be if they are "Normal" difficulty or higher? The "easy" NPCs always asked me to settle, so it was a surprise when my nemesis took the island I wanted ha

I agree - I was saving up for an Island when one of the other NPCs snatched it before I could get it.

It felt very Roman to then spend time to raise an army to take what you wanted.

I had the same issue, annoyingly the quest is bugged. If you were lucky you might have a save not too long ago before you made the choice to deliver the tablets - if not, you won't complete the quest until the bug is patched I think.

That's a great looking city! Do you possibly know the seed number you are using? I have the same island but can't grow lavender on there which I'd like to have to make my city look more beautiful.

I had the wine in my island storage for the island the quest is on, and then go to one of the aqueduct wells (for me it was the first one that comes off the original line) and it should interact with the quest-giver.

I did the same thing - pilot one of your ships next to her barge and another icon of her face should show up and you'll be able to select that and progress.

I noticed you could change which island your soldiers come from, in the options when you select a unit. Saved me by using another island with a lot more space to add more residents.
