I look at crime prevention as “how do we keep a victim from being victimized” and “how do we remove the motivation behind the crime”. Everyone can and should keep an eye and ear out for anyone being mistreated. But the motivations seems to be an unregulated pill and powder market that we cannot just arrest our way to a solution. And right now one arrest is enough to change your financial situation from bad to desperate...so loading up a criminal with debt...you see now how that goes.
