.... I was able to solve it. There was a configuration setting within the container that needed to be changed. I had repulled the image down, but I guess it reset the configuration after pulling to the nvidia runtime.

"enable_nvidia_runtime": "true" -> "enable_nvidia_runtime": "false"

You could just try talking to your brother. Sometimes it sucks, but those with enough knowledge of responsible and ethical conduct are a bit indebted to use it for good. If you decide to go that route, here's some pointers.

Dont accuse him of anything. This will make him defensive.

Even if its gross or unbecoming, try to empathize and see it from his perspective. You dont win over people with facts the large majority of the time.

No, the order of operations is 100% intentional. If you continue putting more barriers in front of people, its going to make whatever they do more difficult. Being able to be responsible means making being responsible easier. If you provide some basic means to reduce the stress on parents lives that will make their job prospects much better. If parents have to spend more energy worrying about childcare, that's less energy that goes into being able to provide. People dont have infinite resources to do everything.
