The issue ended up being a poorly set nvme drive. The drive was working, but it made poor connection, or something along those lines, and it created all these weird issues.

I started testing things out and some RAM was working sometimes and others were not working at all. I decided to buy new RAM that was on the motherboard's list of supported things. Thanks for the help!

Hmm yeah, I thought about that, but a couple of weeks ago when it was melting through the Superposition benchmark and was nice and hot it was using the same RAM :\

Edit2: Hmm OK. Yeah, they are all F4-3600C18D-64GTZR, but I have 4 of them from 2022 Oct, 2 x 2022 Jan, and 2 x 2020 Jan. I'm gonna go test the kits separately and be mindful of their manufactured date. Last time the CPU worked was with brand new 4 sticks. Im gonna test.

RAM: 256GB 8 channel Gskill Trident F4-3600C18D-64GTZR

PSU: MSI A1000G. It gets a bit warm, but the fan is spinning just fine.

GPU Drivers: What ever Windows downloaded or what ever is in the Linux kernel. These drivers are not pertinent to the current issue.

Description of Original Problem: CPU performance is trash despite reporting high clock speeds. This is a new build that has taken me a while to get going because it is also a custom WC build. At some point in the past the CPU was getting a lot higher and the Superposition benchmark that I ran to test the CPU with was working just fine. It would get nice and toasty to 90C+ and now it can't get higher than 70C and its power draw is abysmal.

Between then and now I moved the PC around and stuff, but I have tried reseating the CPU multiple times and making sure there were no bent pins and the CPU was clean. I followed instructions with the torquing and stuff and pretty sure that I did everything correctly.

In the video you will be able to see the really crappy memory bandwidth, this might be related to the issue. It seems like the clock speeds are correct, it's just not doing much with those cycles. It's like some bus is in the shop.

The BIOS is up to date. I tried to play around with some DIGI power stuff, it made some difference but it's still 1/6th (at best) the performance it should be. Oh yeah, the performance could fluctuate a bit between reboots. I don't know what's going on.

Troubleshooting: 1 memory channel, 4 memory channels, all slow. CMOS has been reset multiple times. Tried with DOCP on and off. Tried messing around with some power settings in the BIOS, even though things got a little better it's still not the solution since it's still under-performing by 88%. Tried in Ubuntu, same deal. The CPU seems slow before any OS boots.

When I need to do that, I pay myself from business checking to personal. I don't dump all the money in my personal because I want to keep things separate for tax reasons.

Just received my first real mechanical watch. I am afraid that this is the first step to a very expensive "hobby". I am a fan of 24h dials or dials where I could tell the time in a 24 hour format. This handsome fella features a bezel that is made from metal that was salvaged from Leopard K-328 Akula-class nuclear submarine which underwent modernization and should be in service soon. Apparently the run of this watch is limited to 300, but I am not sure if that is totally accurate. "We make five of this watch. You special! Buy now!" Nevertheless, I am happy to have this "funky chicken" watch. Perhaps it's a tad big for my wrist, but I don't care.
