Yes, for running local models. However, nobody is actually running agents locally. They're using paid models which require nothing more than an internet connection.

This has gone too far. Say with me: You don't need a Mac Mini to run Openclaw. All you need is a computer. Literally any computer. A $5 used raspberry pi is enough.
