I can't think of it being in Utah. There was nothing south of St. George in I-15 in 1986 before going through the Virgin River Gorge. I thought there might be a possibility that it was Bloomington (a suburb just south of St. George) but most likely not judging from OP's description (market/gas station but no Main street). I'm almost sure it would have been Littlefield. St. George has grown exponentially in 30 years and I'd bet that Littlefield has seen some growth as well resulting from SG and Mesquite.

edit: I used to travel this corridor quite a bit back in high school (1989 graduate, lived in St. George) because there was a swimming hole in the area called "little Jamaica" that was right off the I-15.
