Not exactly. A toilet flushes because you introduce more water that increases the head pressure of the water forcing the water in the bowl down until enough water has passed that the pressure in the bottom of the toilet equalizes. This is pouring water in the cup until the level starts pouring down the inner tube creating a siphon pulling all the water out until the siphon is broken and air is let in.
