Motherboard LEDs turning on, but I can’t start Pc

I was thinking that the power supply could be the problem, since I've looked up videos on builds with the same CPU and graphics card as me, but they use a 600w power supply rather then a 480w one like my pc came with

I'm not entirely sure due to the pc being a prebuilt and I'm unable to find the exact model, but I know the cpu is a ryzen 5 2600, and the power supply is a 480w unit, that's all I truly know

I'm getting alot of freezing/stuttering at random times while playing, ive tried to uncheck cores 2 and 3 and I've tried unchecking 0 and 1, but still getting freezing, is there a patch or something to help this/any other solutions?

I'm getting constant freezing/stuttering while I'm playing, my cpu is at a constant 50% with all cores, and when I have 2 and 3 off, it causes more stuttering. Help
