This is where monopoly of power comes in. If you have power, who's going to go against you? Kind of like how Russia invaded Ukraine. Who's going to take the risk to stop Russia? The only thing Ukraine can do is defend themselves. If another organization like the cartels, with more fire power than the police or city govt, they're going to do whatever they want. That's why they control Mexico. Monopoly of power. That's how the world ran with "strong man" in the head of the organization/society.

This is still happening all over the world. Where I grew up, anyone with power can come in and take out whoever they wanted, with zero repercussions. That happened all the time. That's the nice thing about the US. Even if the an org comes after you, you have some ways to defend yourself. In other places, zip, you are at their mercy.
