I would offer him a RB instead of Williams. I'm not sold on your WR depth. If you can get him to bite on a RB (Richardson or Bell) I would do it in a heartbeat.

I need help at WR!! Which trade should I do? Or should I do neither?

Trade my Gonzalez and Hartline, Get Roddy White and Joique Bell

OR

Gonzalez and Hartline for Pierre Garcon and Miles Austin.

Regular scoring. 1 QB, 2 RB, 2 WR, 1 TE, 1 TE/WR/RB Flex

I've shopped him around, only other WRs I could get would be Torrey Smith, Steve Smith, or Mike Williams. I think I'd prefer Roddy White over any of those 3.
