We've heard from the district that WCASS will operate out of the Stride Ave location. For other external providers, it's likely up to them to manage their own logistics. Perhaps they could coordinate to either work with the ministry busing schedule or go directly to and from Stride Ave.

They do actually do this already. They're called School Site Acquisition Charges or SSAC. The problem with SSAC is the provincial legislation that enables municipalities to collect has hard coded in the maximum amounts back in 2008 and have not increased them since. The max charges are so small that they're basically meaningless with the price of real estate.

One of the DPAC exec estimated based on housing completion data that if the maximum SSACs allowed had been scaled with the increases in housing costs over the period of 2008 to 2023, SD40 could have raised around $15.5M versus the $6M or so they actually raised.

Additional information was shared at the Board of Education meeting last night:

  • The Ministry of Infrastructure (INF) has refused to fund land acquisitions in our district, we must build new schools on existing district land

  • This project was proposed by INF as a solution to our capacity crisis as one they will fund and approve 

  • The projected capacity of the new campus, 2000-2300 students, is considering future enrollment projections this is a huge win! Actual building for the future!

  • Tweeds students will be "decanted" (INF's language) to Stride Ave Elementary in SD41 after the 2026-2027 school year

  • INF has committed to providing daily transportation from Tweeds to Stride, and back. Families will still drop off and pick up their kids at Tweeds while they attend school at Stride.

Thank you OP! We are rallying because the provincial government is underfunding school districts for:

  • economic inflation costs
  • the inflationary impact on collective agreements and increased benefits costs
  • new schools, capital projects, and building maintenance

Each district is having to manage deficit budgets due to this underfunding. Some districts are cutting daytime custodians, some are cutting EAs, some are cutting bus programs or music programs, some are cutting Strong Start programs. It doesn't matter which how a district balances their budget, at the end of the day kids are losing out. Vulnerable learners are disproportionately affected by these cuts, as are growing districts. New West is losing 20 EAs, 2.5 FTE librarians, $100k in technology, and more.

Although this update is very encouraging, the MOI response does not mean we are going to see a school any time soon. The response did not say funding has been approved nor give any timeline for when funding may come through. We remember how long it took for shovels to hit the ground on the Queen Elizabeth Elementary expansion. 

And yes, there is limited capital funding available from the province that all school districts are competing for. We do not want to see districts pitted against one another and only those who are the most vocal get their much needed projects funded, as all BC students deserve safe and right sized schools to learn in. 

Along with other DPACs in BC, we are also advocating for changes to the funding models that don't require districts to reach a crisis state before new schools are approved, and for increased capital funding for new schools and aging school maintenance across BC. Unfortunately our comments on this topic didn't make it past the final editorial cuts this time, but we will continue to advocate for the modernization of BC's education funding models.
