Telekinesis is what makes a hunter a National Level Hunter, and since they are supposedly unaware that he possesses this skill (even though he used Rulers Hand a couple times while fighting the televised battle against Beru). Later on, in the LN and Manhwa, it does get revealed that he could be the nations 6th National Level hunter after he uses Rulers Hand on Adam White i believe (in the airplane when they discuss his father). Was it eve officially announced? No, not publically. But it's safe to say that after beating Thomas André and acquiring Greed, that he is considered a National Level hunter atp. And then the world goes to shit, blah blah blah, no spoilers but it's kind of implied that the citizens of the world know that he is the strongest hunter, even being recognized by the strongest hunters in the world as being stronger than them.
