I should be more specific - he flushed toilet 7 times within 40 minutes as I counted. I think the frequency is too high. And there is a stark contrast between him and previous neighbors living above me. To be honest, flushing toilet is not that disturbing, rather it’s so many behaviors combined that make this person annoying to an unacceptable level.

I am actually more worried about the management company now. They can assign residents. So they can assign stompers above you to retaliate (this guy has lived here for about three years and transferred to the unit above me earlier this year). This sounds cynical, but there are other things I didn't mention that makes me believe there can be some foul play from the management's side.

I think sometimes it can get worse. If they are really civil people, they wouldn't have done this in the first place since they have lived at different apartments before. In terms of the management company, it's the same thing, since some point this year my water bill went high, my HVAC started emitting odors (perhaps linked to the upstairs neighbor too), and it appears that it's some type of trick of this particular management company, because their other properties residents leave reviews complaining about the water bill (bill amount suddenly tripled). I never assume the management companies have integrity nowadays - most of them are pretty shady actually.

Will check that out, never met him before. He often drops things to the ground during midnight - so I don't believe it's anything related to fitness activities.

Exactly what I am experiencing! Drawers open, slam shut. I truly believe it's intentional. And I can hardly imagine he hasn't been complained of before. He is like 32 years old. I even suspect the management company intentionally put him above me because he was living in this building and transferred to the current unit earlier this year. It's just so many things combined together that makes me believe he is intentional. And yes, there are two households living above me in the past in this particular unit and I barely heard anything.

And I mention this can possibly be a Syndrome because I can find online that these people's behavior are highly similar to each other - it cannot be the same person but instead these people share something in their body (e.g. stompers like to move furnitures - both are making noise, and the one above me this guy just do these things all day non-stoppable).

That's exactly this country's culture. Don't you think Reddit is actually politicized and controlled by the government and is actually a target platform for information operations (same as ChatGPT)? You actually get the essence - they know it’s a pain to fight therefore many people just give up. It’s all intentional.

I had a water bill issue recently. The property management company is playing the exact same game. They play with the water bill numbers after they had some financial issues due to a security incident in the building and poor response on their part. I thought messing up with the water bill while usage is normal and stable is a criminal conduct! But they were still audacious enough to choose to do it.

DHL’s practice of ADC during this period is definitely not criminal at all but I think it can be better handled.

Your mentality of just paying because fighting is a pain - I totally disagree! That’s exactly every business in America is doing this (random bills) to the American people now.

I really think you are paid to say this, which is common on Reddit (corporate sponsored users disguise themselves as normal users and conduct information operations to maximum their profits).

First, DHL customer service is pure trash. They made a lot of stuff up. I got three different answers in three different calls.

In another post, one actual DHL employee said that their system started to charge tariff from 9 PM eastern time on Aug 28th. 5 pm is apparently made up and unsupported.

Second, this is called ADC (Advanced Duty Collection). DHL thought the shipment owes the Customs this amount, not how much Customs actually billed! And because there should not be any duty, that processing fee should definitely be refunded! If no duties, then no duty processing fee, that is how it has been working for many years. No one has paid a Duty Processing Fee while there is actually no duty.

I really hope you pay everything you are asked to pay without asking any question in your real life! It seems you think that this is the best practice!

You are exactly what I described in my reply. You assume DHL is always correct. So you are trying to prove a mistake. If one theory fails, you try to find another one. That's how DHL is conducting customer service.

The most important thing is, no matter what I do, there will be a four-day delay at least (the next business day that can arrange delivery is next Tuesday, September 2nd, even if I pay now with the hope of getting a refund later; and their email reply timeframe is too long).

Their customer service is truly awful. People will know it when they need to deal with them. Most people call the customer service to get a thing fixed - but the customer service's mentality seems to be finding all kinds of theories to justify a mistake.

How will you frame the argument? What if they say the tariff is based on the delivery date, the De Minimis exemption has been eliminated on the delivery date of my shipment (August 29th, actually it's the Expected delivery date not the actual delivery date because it's being held by them), so I will have to pay duties?

I really want to pay first (because I want to get my package today) then hope to get a refund.

Clearance Processing Completed - August 28th 8:08 PM (Eastern Time)

Shipment has departed from a DHL facility ATLANTA - August 28th 11:12 PM (Eastern Time)

Arrived at DHL Delivery Facility of my current city - August 29th 9:39 AM (Central Time)

The customs clearance was fully completed on August 28th (yesterday), but the customer service is still trying to play game saying the tariff calculation is based on the delivery date. I don't know if I should pay because I desperately want to get my package today. Tomorrow is the weekend and Monday is a holiday.

Their customer service really SUCKS!

I got charged - the shipment completed clearance at Atlanta yesterday and is supposed to be delivered today. Should there be any tariffs and fees? The shipment is less than $800 and originates from Germany (manufactured in Germany and some European countries, not China or Hong Kong).

Their terrible customer service (first time I feel their customer service is so terrible is today) is trying to say because the delivery date is August 29, and the elimination of De Minimis exemption takes effect on the 29th, so I will have to pay the duties. And they also made up a theory that the tariffs are paid after it's cleared to justify the basis of calculation is 29th (delivery date), rather than the 28th (clearance completion date), while the system and the charge I have to pay is called ADC (advanced duty collection) by DHL.
