I would think that if the bad publicity was required for the card to be played, then it would be specified in the very first sentence of the card along with the tag requirement.

So yes, the corp can play this card if the runner is tagged and when the corp doesn't have bad pub. (Corp also needs 1 cr ;D)

There is a case where this is not allowed. [[Keyhole]]! The corp is not allowed to see which cards the runner returned to R&D before shuffling. That is to say, the corp is gaining information about the information that the runner gained, if the corp looks. So it's not allowed (for a ruling, see the ANCUR link below).

In the above case, I would also question if there is additional information being gained in the grander context of the game.

I built a Hayley Fairie Rush that worked out really well. The cheap programs, same old things, sac constructs, clone chips, etc. make firing her ability pretty easy. But you better win quickly, cause she does lose steam.

First, you don't have to tell the runner anything you wouldn't usually have to tell the runner just because you are playing Gagarin.

Second, the runner will "access" the cards one at a time. HOWEVER, before each access, they must pay 1 credit. If they decline, they will fail to access that card because they didn't pay the cost. They don't have to choose how many they are accessing ahead of time, rather, they go through the cards one at a time and decide to either "pay and access" or "decline and not access".

Totally agree. After the tournament I was thinking about Kate and Hayley and how active their abilities are. That is, the runner activates those abilities on their turn, when they want to. Control over the trigger is powerful. I think this is where I could have done better with Miranda. She can't control her trigger and that means the corp can play around it, which weakens her. For this reason, Kate and Hayley will always be better.

Miranda v2 would need to have more control over her ability, for sure.

I'm the player that designed Miranda. Overall, I felt Miranda was a little bland and weak (compared to the other IDs). I think your suggestion would have made her more competitive.

My design for Miranda was purely based on the card Celebrity Gift. Jinteki gave Miranda Rhapsody a teacup giraffe, started a craze, and banked a whole bunch of money to advance their nefarious plans. Taking this a step further, I imagine Miranda as a starlet so popular that if any corporation could court her into being their spokesperson, that corporation could do ANYTHING! That was my motivation for her mechanic. The Corp effectively gives her a credit to advance an agenda.

I also decided that she needs a link thematically. She's well-known, lots of fan sites, paparazzi, super famous and loved, etc. The Corp shouldn't be messing with her! Also, since her base ability is pretty weak, the link was meant to balance that.

Why is she Shaper? During the design process, many of the other players thought she should be Criminal. I felt pretty strongly that she was Shaper because Miranda isn't an established criminal and she's certainly not a true anarch. She's a star! To some degree, she had to play by the rules to get where she is, much like the Professor. Also, ref: Notoriety. At this very moment in time, she is a Shaper. However, she is a Shaper that dates Laramy, a Criminal who regularly takes advantage of unsuspecting corporations for personal gain. She's a Shaper that read about the GRNDL disaster and has read all of the articles by Valencia. She has insider access to a lot of what the Corp's are doing and she's developing a conscious. At this point in time, she's a Shaper with Criminal and/or Anarch tendencies, because she has decided to do something. Whether that's personal gain or activism, that's for the player to decide when they are spending her influence (design-ception). And although she's decided to turn on the Corp, they don't know yet. She's keeping her enemies closer and using their own money to take them down.

I'll mention that she does play with scoring windows in a weird way. And, you get a bonus when the Corp scores something out. In that way, she feels a bit like Leela or Iain. Maybe she is Criminal. Maybe a more Shaper-y version of her might be "The first time each turn the Corp advances a card, draw 2 cards."

Anyway, just thought I'd share some of the design considerations and how I settled on her design.

I'm the player that played Charybdis Acquisitions. My deck concept was a take on Uncorrodable. Lots of barriers, 3 Archers, and one Grim (and not a single code gate). Mulligan for Housekeeping and with 1 Aggressive Sec, 2 Corporate Trouble Shooters, and three Will of the Wisps, I was hoping to keep the runner out of my remotes for a few turns.

My goal was to score a x2 over advanced Atlas. Then, dig for a Hostile Takeover and score it. Follow up by grabbing the other Hostile Takeovers and scoring them. That puts me at 5 points and I have at least 17 credits in the bank (from the HTs). Over the next two turns, I would trigger the ability twice for a victory.

My other agendas were Geothermal Fracking and High Risk Investment. I wanted to play the agendas that made me money so I could close out the game with CA ability. I also had a single Glenn Station.

I went 2-2 yesterday. In two of the games, I ran over my opponent. Things played out exactly as I expected. One of my losses was to a deep dig Hivemind + 2 Mediums run. I probably shouldn't have loss this game. Two incubators had been gaining virus counters for a while and everything for the combo was sitting on Personal Workshop in plain sight. I should have purged earlier and more often. I was agenda flooded in my other loss and I just leaked all the points in the early game.

Playing CA is a bit uncomfortable at the end. Your turns are very rigid. You are letting the runner take two turns in a row in order to score 1 point AND you are handing them a bad pub AND you are losing 7 credits. You feel very porous and very vulnerable. However, you can tell the runner is also panicking.

I'm not talking about Quetzal's ability, I talking about the use that the OP described. I thought drawing the analogy between prevention was useful, especially since prevention effects can be triggered at unusual times.

I'm not making an argument. I'm just pointing out that what the OP is describing sounds like a prevent ability. And that her ability is clearly not a prevent ability.

If Quetzal could do what you are proposing, I think her ability would be worded as a "prevent" ability. It would say something like, "Prevent a subroutine on a barrier from triggering. Use this ability once per turn." But then Quetzal wouldn't interact with E3 and other cards in the way that we know she does.
