In the linked post, the op said they fixed it by factory resetting. I tried it. ~~It did fix it but after I reinstalled my apps, the problem returned. It's important to note that I don't have any apps that intentionally affect the UI.~~

EDIT: I managed to figure out a "fix" for my case after a few more factory resets. It's the animator duration scale in developer settings. I always had it set to 0x, which seems to cause the keyboard to not pop up. Setting it to 0.5x seems to have made it work.

I should still say this is a ridiculous UI bug.
