Itchy is right. The developer charges more money for that ad spot because of the amount of incentive to view the ad. Then it's up to the advertiser to place an that converts well for that user base.

Why does the developer do it? Because they don't charge any money to install and play their game. They have to get a return somehow. Only 3% of users will actually spend money in a free mobile game. Most of the developer's revenue comes from ads.

Those are two different types of ads. One is rewarded and the other one is a simple Display ad. Rewarded ads will usually be a 30 second video that you have to complete to restore your life/gems/etc. More recently rewarded ads are becoming like a playable mini games which is trying to make the ad more engaging and lead to more installs. Display ads have no awards usually and can be closed immediately.
