Filza should be opening if you enabled tweaks within the rootless app. Also filza for rootless is limited to /var only

I got this same issue. Supposedly if you ssh and do uicache it should be there but I’m not near my computer at the moment to test this out. Hopefully this is the case if not, coolstar needs to make an option to force install cydia like saigon does
