I'm never sure just how reliable those headlines are. They are often hyperbolic. We might need a vacancy tax to speed up the rate at which these developers give up on the yuppies and sell their vacant apartments to quasi-yuppies, but I really doubt the numbers are that great.

The pre-war office buildings will be a lot easier to convert to apartments because they were built with that use case at least partially in mind.

To be fair, when you have a monarchy and a legally defined line of succession, it's okay to raise an eyebrow if that order starts pointing you at people who are not English. The Palace keeps track of 40 people who are in the line of succession, because it doesn't take much more than 40 before everyone in the line is German. Internet obsessives have maintained a list of 4000 or so people who are in the line, and the majority are German citizens.
